- Memo Keswick, M.P.A., is a subject matter expert and consultant in California Behavioral Health Informatics. He is currently serving as a Behavioral Health Informatics consultant for California counties. In 2008 and 2009 he served as Co-Chair for the National Certification Commission for Health Information Technology Behavioral Health Workgroup. This workgroup is establishing and promoting national software vendor certification related to Behavioral Health Electronic Health Record standards. He has worked with the California Department of Mental Health (DMH) to develop statewide Electronic Health Record standards and has contributed extensively to the development of a statewide DMH Billing Manual. His professional experience includes HL7 Behavioral Health Conformance Criteria development and county Behavioral Health management. Between 1993 and 2007 for California’s Butte County and Merced Counties he served consecutively as a Behavioral Health Department Deputy Director. His duties as a Deputy Director were administrative in nature and included overall responsibility for the department’s Contracts, Information Technology and Fiscal systems. He also served as Interim Director during the absence of the department’s director. He has served on several planning committees for the annual CIMH Information Technology conferences and as a Chair and Co-Chair for multiple statewide behavioral health related committees or organizations. These committees and organizations include the California Mental Health Directors Association Information Technology Committee, the Behavioral Health Software INSYST User Group, and the Northern California Mental Health Administrators Association.
